By Macer Hall TAXPAYERS are facing a growing bill for a hidden 200,000 migrants a year who slip into Britain without being officially recorded in population figures, council chiefs warned last night.

The annual influx, equivalent to a city the size of York or Peterborough, is said to be an increasing burden on services.

But the migrants are not counted in official estimates because they only remain in Britain for less than 12 months, according to figures released yesterday.

The extent of the "short�term migrants" was raised in research based on the 2011 Census commissioned by three local authorities.

Westminster Council said at least 6,900 short�term migrants were living within its borders at any one time.

Providing services such as schooling, refuse collection and supporting rough sleepers was costing an estimated �2million a year.

Kensington and Chelsea Council and Southwark Council hosted around 3,800 short�term migrants each. But offi�cials in each area suspect the Census may have hugely underestimated the total number of short�term migrants.

Westminster The three councils yesterday sent a joint letter to the Department for Communities and Local Government calling for a delay in the setting of their grant pending further investigations.

Council officials estimated that the total number of short�term migrants across Britain last year was 195,074. They were not included in the annual figure for net migration, which was 183,000 in the 12 months to last March.

And as well as the short�term migrants, around 442,000 illegal immigrants are estimated to be living in London alone.

As a result, the councils fear the Government is hugely underestimating the true cost of immigration to council taxpayers around Britain.

Westminster Council leader Philippa Roe said: "We believe the local government settlement needs to address the fact that the 2011 Census under calculates our population by more than 40,000 people � potentially losing us up to �15million a year.

"The real issue is whether the Census is the right mechanism for funding for an authority where the number of daily visitors � one million � is five times that of the resident population.

"A funding formula based on a fixed population may be right for some areas but doesn't reflect the reality of a highly mobile population.

Meanwhile, David Cameron was yesterday warned that Britain faces a fresh surge of immigrants when visa restrictions on Romanians and Bulgarians are lifted in January 2014.

At Prime Minister's Questions, Tory backbencher Philip Hollobone urged him to consider using emergency EU rules to further delay the introduction of freedom�of�movement for citizens of the two new EU member nations.

Mr Hollobone urged the PM to "look seriously at triggering the national interest clauses to stem this new flow, especially for those with criminal records or who seek access to our benefit system".

Mr Cameron promised to look at the suggestion but warned the "national interest" clauses could only be triggered in cases of extreme emergency.


This prat and his government and the last labour government want putting against a wall and shooting then hung on lamp posts for all to see for what they have done to our country in the name of greed.


if you like them so much then you pay for them ,because im sick todeath of working and have nothing to show for it .you are barking mad because you live in a country that cant generate enough tax to pay for the running of our services and social needs ,even the conlib sham is borrowing beyond its means ,immigration has become a cancer to the uk ,and it has been spured on by the failed eu ,the eu has changed the uk beyond recognition ,there is no country in the world who would give such generous benefits to immigrants who have not payed for anything .wake up and open your eyes .people like you are an insult to all the men and woman that have died for our freedom and rights ,now we are shackled to a discrace they call the eu which is full of very rich politicians.
