A discussion paper presented at a recent Cabinet committee suggested that the number emigrating to Britain when controls are lifted was only likely to run into the thousands.
Ministers are concerned about releasing the research, which they believe will be compared with a prediction that only 13,000 would move to Britain from Poland and other eastern European countries after 2004. More than one million arrived in one of the biggest waves of immigration seen in this country.
One source close to Downing Street said: We dont want to repeat the same fiasco of the past. The work done by officials just doesnt stand up to analysis; we dont want to release a very low figure if there is going to be an influx.
Last week, Eric Pickles, the Communities Secretary, caused outrage after refusing to disclose the official estimate during a television interview in which he suggested there may be an influx.
The comments led to speculation that the Government was covering up internal predictions of a high number of incoming Bulgarians and Romanians.

A report from MigrationWatch, a think tank, claimed that 500,000 people a year would arrive until 2019.
The Daily Telegraph understands that Whitehall officials have not produced a central estimate of expected immigration. A range of variables were presented in the official analysis, but ministers were advised there was only likely to be minimal additional immigration.
One well-placed source said: Any figure which is produced may be meaningless as there are many unquantifiable variables. Many Bulgarians and Romanians already have the right to come to Britain so its not clear what any extra impact might be.
HOW DO BULGARIANS AND ROMANIANS ALREADY HAVE A RIGHT HERE?
At the end of this year, transitional controls which have limited immigrants moving to Britain from Bulgaria and Romania, both recent European Union members, will be lifted.
And when this happens your homes and jobs will be the first thing they take, dont go shopping or they will move in, there is no law to stop them here.
The sooner we get out of this EU the better or there will be "rivers of blood" starting with the politicians who let it happen and refused to give the people a referendum.
